[Airresources] Notice of Public Hearing and Comment Period

The Rhode Island Department of Environmental Management (RI DEM), Office
of Air Resources is today proposing amendments to Air Pollution Control
Regulation No. 11, "Petroleum Liquids Marketing and Storage,"  which
would allow for decommissioning of Stage II vapor recovery systems at
gasoline dispensing facilities. Stage II systems are no longer necessary
for the capture of vehicle refueling emissions because most gasoline
vehicles are now equipped with onboard refueling vapor recovery systems
which control those emissions.  The amendments would also strengthen
requirements for Stage I vapor control systems, which capture vapors
displaced from storage tanks at gasoline dispensing facilities during
tank truck deliveries, and would specify best management practices for
gasoline dispensing facilities consistent with those in the federal
regulations for this source category.

 

This proposal begins a 30-day public comment period on the proposed
amended regulation, as well as on a proposed State Implementation Plan
(SIP) revision that justifies this action.  A Public Hearing on these
proposals will be held in Room 300 of the Department of Environmental
Management, at 235 Promenade Street, Providence, Rhode Island on
Wednesday, October 30, 2013 at 10:00 AM. Written and oral comments will
be accepted at the Public Hearing.  Written comments may also be sent or
emailed to Barbara Morin of the Office of Air Resources at the below
address until 4:00 PM on Wednesday, October 30, 2013, at which time the
comment period will end, unless extended by the hearing officer.  

 

Copies of the Public Notice, the proposed amended regulation, the
proposed SIP revision, and a fact sheet are attached to this document
