<p class="MsoNormal">CAA Sections 182(b)(2) and 182(f) require ozone nonattainment areas classified as moderate and above to adopt RACT for sources that are subject to CTGs, and for non-CTG major sources of VOCs and NOx. CAA Section 184 further requires states
such as Rhode Island that are located in the OTR to implement RACT for all volatile organic compounds (VOC) and (oxides of nitrogen) NOx sources covered by a control techniques guideline (CTG) and for all other major sources of VOC and NOx. This SIP revision
is an analysis of how Rhode Island has addressed such RACT requirements. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The RACT certification, once finalized, will be submitted to the U.S. Environmental Protection Agency to be included in the State Implementation Plan as required by the Clean Air Act. Persons wishing to submit comments or request a public
hearing regarding the certification are invited to do so. <o:p></o:p></p>
