[Owrinfo] Redevelopment Criteria Guidance

Attached is guidance for determining if your project meets the
Redevelopment Criteria.  There have been many questions within and to
the Department regarding the interpretation of section 3.2.6 of the 2010
RISDISM. We hope this helps.
