Amendments Finalized - Effective for all new applications submitted on
or after June 3, 2015.

 

DEM ANNOUNCES: AMENDMENTS TO RHODE ISLAND STORMWATER DESIGN AND
INSTALLATION STANDARDS MANUAL FINALIZED ON APRIL 3rd, 2015.

 

On December 22, 2014 the RI Department of Environmental Management (DEM)
solicited public comment on the proposed changes to the RI Stormwater
Design and Installation Standards Manual (RISDISM) - Minimum Standard 10
and Appendix A. A public hearing was held on January 29, 2015 and public
comments were accepted until January 30, 2015. On April 3rd, 2015 the
Amended RI Stormwater Design and Installation Standards Manual was filed
with the RI Secretary of State. The Amended RI Stormwater Design and
Installation Standards Manual will be in effect for all new permit
applications submitted on or after June 3, 2015.

 

 

OVERVIEW OF AMENDMENTS

 

MINIMUM STANDARD 10

All new permit applications subject to compliance with the RISDISM
submitted to the DEM or RI Coastal Resources Management Council (CRMC)
on or after June 3, 2015 will be required to comply with the amended
version of  Section 3.2.10 - Minimum Standard 10: Construction Activity
Soil Erosion, Runoff, Sedimentation, and Pollution Prevention Control
Measure Requirements and the newly added Section 3.3.7 - Soil Erosion,
Runoff, and Sedimentation Control Measures. Minimum Standard 10 of the
RISDISM was revised to be consistent with the Performance Criteria for
Soil Erosion and Sedimentation Control already in effect in the 2013
RIPDES Construction General Permit and the 2014 RI Soil Erosion and
Sediment Control Handbook. These amendments establish through regulation
clear, consistent, and effective soil erosion and sediment control
design standards.

 

APPENDIX A CHECKLIST

In addition to modifying Minimum Standard 10, the application checklist
in Appendix A of the RISDISM has been deleted from regulation but is
still a required component of each stormwater permit application
submittal. The only change is that it will now be available on the DEM
website rather than within the RISDISM. The removal of the Appendix A
checklist from the regulation will enable it to be modified as needed to
better assist the public in complying with the RISDISM.

 

 

NEXT STEPS

 

The Amended RISDISM dated March 2015 is now available on the following
DEM website:

If you wish to print out the amended or new sections of the Manual,
simply print the revised Section 3.2.10 which begins on page 3-9 and
Section 3.3.7 which begins on page 3-23.

 

 

The DEM intends to post a revised RI Model Soil Erosion and Sediment
Control Plan on the DEM website on or before May 1, 2015. The planned
revision will assist applicants in satisfying the revised Section 3.2.10
and new Section 3.3.7. In addition, revisions to the Appendix A
checklist will also be posted on or before May 1, 2015. A new message
will be sent out on the list serve when these documents are updated and
available for new applicants.
