2021 Nonpoint Source Implementation Grants for

  *   Protecting and restoring water quality from nonpoint sources of pollution, and
  *   Improving or restoring aquatic habitats

Proposals Due Friday, January 14, 2022



The RIDEM Office of Water Resources is pleased to announce the availability of an estimated $1.4 million in federal funding provided to RIDEM by the US Environmental Protection Agency (EPA) under Section 319 of the federal Clean Water Act for grants to assist in the implementation of projects that protect and restore water quality from nonpoint sources of pollution and to improve or restore aquatic habitats. view the complete RFP here<http://dem.ri.gov/programs/benviron/water/finance/non/pdfs/rfp-nonpoint21.pdf>.

RIDEM is seeking proposals to protect and enhance water quality or support designated uses of Rhode Island’s waters by:

  *   Improving or restoring aquatic habitat including improving stream connectivity, riparian buffers and/or lake conditions;
  *   Mitigating stormwater pollution in areas not restricted by MS4 permit requirements;
  *   Replacement of a failing or substandard onsite wastewater treatment system, including a cesspool excluding direct assistance to individual homeowners;
  *   Abating nonpoint source pollution from farms; and
  *   Other projects that implement actions to prevent or abate nonpoint source pollution or improve aquatic habitat.



Pursuant to federal guidelines for Section 319 funding, projects can only be funded in areas in which a watershed plan has been completed or significant progress has been made towards completing a plan. See the RFP for information about eligible watersheds. However, DEM is accepting applications from other watersheds, provided the applicant commits to preparing a plan utilizing non-grant funds for that watershed within the first 6 months of receiving the grant award.  DEM expects this would be best suited for small watersheds/sub-watersheds.  The grant award will be conditional on the completion of a satisfactory watershed plan.
