[Owtsinfo] A/E Technology List Updated to Reflect Certification Renewal of "ARC Alternative Leachfield Component"

The DEM A/E Technology List has been updated to reflect a recently approved certification renewal for the ARC Alternative Leachfield Component and corresponding design manual dated August 2021.

The renewal was approved by the DEM OWTS program on September 2, 2021.
