The Director of the Department of Environmental Management (DEM) proposes the promulgation of the “PORT OPERATIONS REGULATIONS AND BERTHING MANAGEMENT SYSTEM” and gives notice of intent to hold a public hearing to afford interested parties the opportunity for public comment.
