ATTENTION RI COMMERCIAL FISHERMEN AND SEAFOOD DEALERS

RI Division of Marine Fisheries and ACCSP have been working to make updates to SAFIS to account for the new licensing structure adopted in full for 2023. SAFIS will soon be updated to reflect the changes, both updating existing license numbers and adding the new Resident Standard and Non Resident Standard Fishing Licenses. Users of SAFIS Electronic Dealer Reports (eDR) or SAFIS eTRIPS will see some changes.

What this means:

          Seafood Dealers

* Dealers will see the new updated license number. The new license number corresponds to the license number printed on your 2023 license. (Note: federally permitted dealers might not see the RI license number upon login, this is normal.)

* Favorites will carry over, but might need updates. Dealers should expect to update favorites for all fishermen who previously held a CFL or PEL license.

o Dealers who key enter will need to enter a single reports for any fishermen now holding a Resident Standard (RSTND) or Non Resident Standard (NRSTND) Fishing License. Once a report is entered with both the new license, valid vessel, and port, the combination will automatically be saved to their favorites.

o Dealers who utilize the upload feature will need to update their conversion tables for individuals who previously held a PEL or CFL license. Once the conversion table is updated and saved, the new license will automatically populate on uploads going forward.

Commercial Fishermen

* Fishermen who previously held a Multipurpose fishing license will see the new license number. The new license number corresponds to the license number printed on your 2023 license. No other changes regarding eTRIPS reporting should be experienced.

* Fishermen who previously held a principle effort license (PEL) or commercial fishing license (CFL) will see the following changes.

o The previously held CFL and PEL licenses will no longer be available in eTRIPS*. Historical records will be maintained in the ACCSP database, but reports will not be available for edit or entry in eTRIPS.

o The new RSTND and NRSTND licenses will be available in eTRIPS for data entry.

? ACCSP will attempt to carry over favorites for impacted individuals, however, in some cases favorites might need to be set up again. Instructions are available on the DMF webpage<https://dem.ri.gov/natural-resources-bureau/marine-fisheries/commercial-fishing-dealer-resources/commercial-licensing> for eTRIPS and links are available to eTRIPS Mobile instructions.

*Any fishermen who has not completed reports for 2022: Your old CFL and/or PEL license will be maintained until the renewal period is over. This change does not impact your reporting requirements for 2022. All reports are required prior to renewing your license for 2023.

Please refer to the RIDMF webpage on Commercial Reporting for help guides for both eTRIPS and eDR: https://dem.ri.gov/natural-resources-bureau/marine-fisheries/commercial-fishing-dealer-resources/commercial-licensing
