The Office of Water Resources, Rhode Island Pollutant Discharge Elimination System (RIPDES) Program's files indicate that you are interested in receiving information regarding the RIPDES Industrial Stormwater Program.



As a delegated State by the Environmental Protection Agency (EPA), the DEM last issued a statewide Multi-Sector General Permit (MSGP) on May 3, 2019 ("2019 MSGP") to cover all stormwater discharges associated with industrial activity, excluding discharges from construction activity. This general permit expired on May 2, 2024. At this time, the Department is proposing to reissue the MSGP, which will replace the 2019 MSGP.



As can be seen from the attached Public Notice, the public comment period for the draft MSGP opens on Friday, May 24, 2024 and will end on Friday, June 28, 2024. You are advised to review the draft permit and, if you have any comments, submit them to the DEM in accordance with the instructions in the Public Notice. Copies of the Public Notice, draft MSGP, and draft Fact Sheet may be obtained from the DEM's website here:  http://www.dem.ri.gov/MSGP



In addition, the DEM held informational stakeholder workshops on April 25 and 30, 2024 to discuss the draft general permit and the proposed changes. Note: the DEM made further changes to the proposed permit following these workshops based on feedback received from stakeholders and the EPA.
