Attached, please find a copy of a Public Notice being issued July 28, 2025 with respect to The Rhode Island Department of Environmental Management (DEM) Office of Water Resources proposal to re-issue the Rhode Island Pollutant Discharge Elimination System (RIPDES) Stormwater Discharges Associated with Construction Activity General Permit (Construction General Permit or "CGP"), extending coverage until September 26, 2026. This is intended to be an interim one-year permit extension while the Office of Water Resources continues to pursue future changes to improve the permit and to address any relevant inconsistencies between the RIPDES CGP and EPA's 2022 Construction General Permit. These future changes will be the subject of another Public Notice next year with the goal on reissuing the updated RIPDEC CGP for a typical five (5) year period to expire in 2031.

The current proposed RIPDES CGP incorporates several minor changes from the previous (2020) Construction General Permit in order to make updates to permit language pertaining to application forms and related requests or notifications accessible via the new online permit application system, and also includes clarifications regarding CGP authorizations tied to other active or expired permits. No changes are proposed to activities covered under the CGP, nor are any substantive changes proposed to any permit requirements, conditions or limits.
