We recently completed a report that looked at market-based options to enable large-scale implementation of green stormwater infrastructure within the Milwaukee Metropolitan Sewerage District (MMSD) service area. As you may know, MMSD is an industry leader in green stormwater infrastructure and has already undertaken a wide variety of related initiatives. According to its 2035 Vision document, MMSD plans to increase storage volume by 740 million gallons per storm event. It has also carried out detailed analyses of triple bottom line benefits of such investments, and thus has a clear game plan.

In our report, we looked at both, delivery as well as finance possibilities, such as community-based public private partnerships (CBP3), environmental impact bonds (EIB), and stormwater credit trading. Based on transaction frameworks we crafted, we recommended CBP3 and EIBs as potential fits for MMSD.
