Providence Mayor Jorge Elorza, Rhode Island Department of Environmental Management Director Janet Coit, and EPA Region 1 Administrator Dennis Deziel joined the Green Infrastructure Coalition for the Providence Stormwater  Innovation Center’s virtual ribbon cutting. The Innovation Center is funded by the City of Providence’s $1.5 million investment in natural infrastructure, as required by its stormwater management permit with the Rhode Island Department of Environmental Management. Roger Williams Park (RWP) in Providence is a popular destination for residents and visitors alike. The Park receives over one million visitors each year. Some of the most popular park activities are fishing and boating on the ponds located within RWP’s 435 acre space. The ponds at Roger Williams Park are fed from an inlet from Mashapaug pond. Water flows through Roger Williams Park and into the Pawtuxet River. Unfortunately, these ponds, including Roosevelt Lake, Willow Lake, Polo Lake, and Pleasure Lake, among others, are polluted by stormwater runoff from the surrounding urban areas.

Litter, oil, and fertilizer carried by storm runoff from impervious surfaces such as roads threaten the ponds’ integrity by decreasing water visibility and polluting the pond waters. Stormwater runoff can carry nutrients such as nitrogen and phosphorus into pond water. High nutrient levels encourage the growth of nuisance algal blooms. When these nuisance blooms are decomposed by bacteria, the water’s dissolved oxygen content decreases, threatening fish and other aquatic wildlife. Cyanobacteria, a type of blue-green algae, also blooms and decreases the ponds’ recreational uses and wildlife diversity by making the pond water potentially toxic.

After a two year effort, over 40 stormwater practices were installed in Roger Williams Park. Structures such as infiltration basins, sand filters, and rain gardens were installed in locations throughout the park. Shoreline buffer plants were also established to filter stormwater and slow runoff velocities. An added benefit of these plantings is that they prevent shoreline erosion.

Roger Williams Park is a Providence landmark, and it provides residents with a place to enjoy nature in the midst of an urban environment. The goal of the PSIC in Roger Williams Park is to demonstrate to communities throughout Rhode Island and Southeast New England strategies for improving urban water quality and associated wildlife habitat through the use of innovative green stormwater practices.

The Stormwater Innovation Center will use the implemented green structures and practices to provide hands-on training for municipalities, engineers, construction companies, and scientists who will learn from the successes and failures of their design, implementation, and maintenance.

Many volunteer opportunities exist for monitoring water quality at Roger WIlliams Park.

In addition to promoting green infrastructure practices, PSIC will manage the new practices and collect data about water quantity/quality and nutrient concentrations in the pond throughout the year. The Center will collect water quality samples to determine the pollution levels of water entering and leaving the ponds, and to measure the impact of stormwater management practices. By combining professional water quality monitoring and participatory science projects, PSIC further hopes to engage with regional communities and spread awareness about the effectiveness of stormwater practices. This engagement will occur through green infrastructure training, signage, and blog posts. The Seal House will also be renovated to serve as an information center about green stormwater infrastructure.
