Green infrastructure can improve water quality, provide wildlife habitat, and build community health and resiliency to urban heat and flood risks – but only when properly designed, installed, and maintained. The Providence Stormwater Innovation Center (PSIC) is a green infrastructure training center that demonstrates the benefits of green stormwater practices to communities across Southeast New England. In Providence, Rhode Island’s Roger Williams Park, PSIC provides hands-on training and best practices for municipalities, engineers, construction companies and scientists to design and implement green infrastructure and stormwater Best Management Practices (BMP’s) with maintenance in mind.



This webinar will showcase green infrastructure projects, trainings and tools developed by PSIC to help communities develop effective green infrastructure installations and programs. Speakers will highlight design, installation and maintenance recommendations and lessons learned through the $1.5M project to construct 42 stormwater BMP’s in Roger Williams Park. Special topics will include planting considerations for green infrastructure installations including pollinators, current and future controls for invasive plant species, and new botanical initiatives with the University of Rhode Island.

MA & NH MS4 Corner

Update on Year 3 MS4 Annual Reports in Massachusetts & New Hampshire

Region 1 congratulates all permittees that submitted Year 3 MS4 Annual Reports by the deadline. Our preliminary analysis indicates that permittees maintained strong on-time Annual Report submittal rates of 92% in MA and 89% in NH. Annual Reports are required by the MS4 permit and provide key information to EPA, state agencies, and the public regarding the effectiveness of local stormwater management programs. Region 1 is in currently reviewing the contents of all submitted reports for compliance monitoring and will share updates on progress in future issues.

SNEP Webinar: Introducing the SNEP Pilot Watersheds Initiative (11/30/2021 1:00pm – 2:30pm ET)
The U.S. Environmental Protection Agency is pleased to announce the funding of $599,993 through EPA’s Southeast New England Program (SNEP) to support projects by four organizations as a part of the new SNEP Pilot Watershed Initiative. This funding is the first installment of an expected $3 Million across the four projects over the next five years. Project partners are also expected to leverage an additional $1.1 Million in matching funds. These projects are intended to demonstrate how concentrated, collaborative efforts and holistic planning can more effectively address common environmental challenges in coastal southeast New England. Demonstrating watershed scale solutions is a key piece of SNEP’s Five-Year Strategic Plan and ultimately an important part of promoting safe and clean water, healthy habitats, and thriving communities. Climate change is one of the most significant challenges of the 21st century. This webinar series, sponsored jointly by NOAA’s Adaptation Sciences Program, WUCA, WRF, and EPA, will explore practical lessons and leading practices focused on steps to mainstreaming climate science and adaptation considerations into building for climate resilience. Having worked on climate adaptation for over a decade, water utilities have learned many lessons and developed approaches to share with peer sectors seeking to learn and taking steps to adapt now. EPA Seeks Applicants for 2021 Environmental Education Grants (Applications due 12/6/2021)

The US Environmental Protection Agency (EPA) has announced that up to $3 million in funding for locally-focused environmental education grants is now available under the 2021 Environmental Education (EE) Local Grant Program. Through this grant program, EPA intends to provide financial support for projects that design, demonstrate, and/or disseminate environmental education practices, methods, or techniques, that will serve to increase environmental literacy and encourage behavior that will benefit the environment in local communities, especially in underserved communities. EPA recognizes underserved communities as people or communities of color, Tribal and Indigenous populations that may be disproportionately impacted by environmental harms and risks, high-poverty areas, persistent poverty counties, and Title 1 schools for this grant program. EPA will award grants in each of EPA’s 10 Regions, for no less than $50,000 and no more than $100,000 each, for a total of 30-40 grants nationwide. Massachusetts Municipal Vulnerability Preparedness Program Planning Grants (Applications due 1/7/2022)

The Massachusetts Executive Office of Energy and Environmental Affairs is seeking proposals for MVP Planning Grants, which provide support for Massachusetts cities and towns to complete vulnerability assessments and develop action-oriented climate resiliency plans. The program helps communities define extreme weather and natural and climate-related hazards; understand how their community may be impacted by climate change; identify existing and future vulnerabilities and strengths; and develop, prioritize, and implement key actions. State-trained MVP providers offer technical assistance to communities in completing the assessment and resiliency plans. Communities that complete the MVP planning grant program become certified as an MVP community and are eligible for MVP Action Grant funding. The Building Resilient Infrastructure and Communities (BRIC) program makes federal funds available to states, U.S territories, federally recognized tribal governments, and local communities for hazard mitigation activities.  Comprehensive Set of Climate Adaptation Actions for Urban Forests

A new Urban Forest Climate and Health Adaptation Menu developed by the U.S. Forest Service is designed to help natural resource managers and community leaders identify urban forestry actions suitable for certain landscapes and projects. MassBays Launches AquaQAPP for water quality monitoring programs

In September, the Massachusetts Bays National Estuary Partnership (MassBays) launched AquaQAPP, a web-based application to assist monitoring program managers in developing project-specific Quality Assurance Project Plans (QAPPs) for fresh, marine, and estuarine water quality and benthic monitoring that align with U.S. Environmental Protection Agency (EPA) and Massachusetts Department of Environmental Protection (MassDEP) requirements. The AquaQAPP website also provides supporting materials to the application, which are generally useful for planning and implementing monitoring programs, including a User Guide with details on developing data quality objectives and selecting an analytical laboratory, Field Standard Operating Procedures recommended by MassDEP and EPA for collecting samples, and forms and templates suitable for any field monitoring.
