Fall is upon us, and that means leaf litter season! It is now especially important for stormwater managers to prioritize the timely removal of leaf litter from streets and parking lots. Decaying organic materials like leaves are a major source of nitrogen and phosphorus in urban stormwater, contributing to eutrophication issues downstream. Rain percolates through fallen leaves like tea bags in water, flushing "leaf tea" full of nutrients down storm drains where it eventually reaches local waterways.



MS4s that discharge to water quality limited bodies and their tributaries where phosphorus and/or nitrogen is the cause of the impairment are subject to enhanced best management practice requirements, one of which entails increasing street sweeping frequency of all municipally owned streets and parking lots to a minimum of twice per year, one of which must take place in the fall following leaf fall. In lieu of post-leaf drop street sweeping, the permittee may also choose to implement a fall leaf litter collection program. Leaf litter collection programs typically consist of municipal equipment collecting and hauling away the majority of leaves from residences, followed soon after by a street sweeper to clean any remaining detritus off the roadway. A well-coordinated fall leaf collection program is the most effective way to remove excess nutrients in stormwater.



In addition to nutrient-rich leaf litter, street sweepings often contain sediment, deicing materials, trash, and trace metals. Good housekeeping requirements for MS4s to properly store catch basin cleanings and street sweepings prior to disposal or reuse is essential to minimize the impact of these pollutants. The location a municipality chooses for storage of these materials should have secondary containment and overhead coverage to prevent contact from wind and rain. A tarp is recommended to further contain any off-site migration.

Reducing phosphorus (P) pollution in aquatic ecosystems is a primary goal in numerous watersheds across the United States to help mitigate eutrophication and harmful algal blooms. There is ample evidence that several forms of green infrastructure can effectively reduce loads of total P to surface waters. In many cases, this is primarily achieved through the retention of particles and associated P. Retention of dissolved P has proven to be more challenging, and in some cases poor retention of dissolved P, or even net dissolved P release, can compromise P load reduction goals. Furthermore, limited overall capacity to retain dissolved P in green infrastructure systems can potentially result in declining performance over time.



In this webinar, Dr. Roy will discuss the fundamental biogeochemistry underpinning dissolved P dynamics in green infrastructure, highlighting key mechanisms that control both dissolved P retention from water and dissolved P release to water. Drawing on literature and recent research in Vermont, this presentation will address the challenge that dissolved P poses to water quality improvement efforts, opportunities to better manage dissolved P and enhance green infrastructure performance, and the use of metrics to inform green infrastructure design. This webinar will include examples of green infrastructure at multiple scales, including urban green stormwater infrastructure (e.g., bioretention and subsurface gravel wetlands) as well as larger ecosystem-scale systems (e.g., restored riparian wetlands).

DOT Reconnecting Communities Pilot Discretionary Grant Program (Due Date To Be Announced)

The U.S. Department of Transportation (DOT) anticipates posting one or more Notices of Funding Opportunity (NOFOs) for the Reconnecting Communities Pilot Program (RCP) in Summer of 2022. The RCP was created under President Biden’s Bipartisan Infrastructure Law and will provide up to $1 billion over the next 5 years. EPA’s Construction Inspection Training Course for CGP Operators

Construction site operators permitted under EPA’s 2022 Construction General Permit (CGP) are required to ensure that any individual conducting site inspections is a “qualified person.” The 2022 CGP includes new requirements for qualified persons that apply to all sites that receive permit coverage on or after February 17, 2023. After this date, an individual may be considered a qualified person only if they:

1.       Complete EPA’s construction inspector training course and pass the exam, or

2.       Hold a current valid construction inspection certification or license from a program that, at a minimum, covers principles and practices of erosion control and pollution prevention practices at construction sites; proper installation and maintenance of erosion and sediment controls and pollution prevention practices used at construction sites; and performance of inspections, including the proper completion of required reports and documentation.

EPA’s construction inspection training course and exam are now available for use by any interested individual.
