[Watersheds] UPDATED REGISTRATION LINKS: DEM Hosting Two Virtual Informational Workshops on Proposed Revisions to 2024 MSGP Industrial Stormwater Permit

Due to unforeseen circumstances, the RIDEM needs to host the RIPDES Multi-Sector General Permit (MSGP) Reissuance Informational Workshops using Microsoft TEAMS instead of Zoom. Therefore, if you have already registered via Zoom, we kindly ask that you REGISTER AGAIN for your selected session using the Teams links below. We sincerely apologize for the inconvenience and appreciate your cooperation and participation.
As a delegated State by EPA, RIDEM last issued a statewide Multi-Sector General Permit (MSGP) on May 3, 2019 ("2019 MSGP"), to cover stormwater discharges associated with industrial activity, excluding discharges from construction sites. This General Permit expires on May 2, 2024. At this time, the Department is proposing to reissue the MSGP in 2024, which will replace the 2019 MSGP.

The RIDEM has scheduled two (2) informational workshops to discuss the proposed MSGP for:

Thursday, April 25, 2024, 10:30am-12:00pm ET
or
Tuesday, April 30, 2024, 4:30pm-6:00pm ET

Both workshops will be held virtually via Microsoft Teams to accommodate as many attendees as possible. Registration is required at the links below.

These informational workshops will highlight the proposed significant revisions to the RIPDES MSGP, which the RIDEM plans to reissue in the late summer of 2024. The same material will be provided in both workshops, and there will be time for questions and answers. The sessions will be recorded and will be made available for those who are unable to attend either of the scheduled workshops.

Following these informational workshops, RIDEM will public notice the draft MSGP for public comment. After the formal public notice period, RIDEM will respond to any comments received in writing and either issue the permit as drafted, issue it with minor changes, or not issue the permit as drafted.

Additional Reminders for Facilities Currently Authorized under the 2019 MSGP:

All existing MSGP permit holders are instructed to continue complying with the 2019 MSGP when the MSGP expires on May 2, 2024, until the RIDEM reissues a new MSGP in 2024.

All No Exposure Certification (NEC) and No Discharge Certification (NDC) exclusion holders will not be affected by the permit expiration. NECs can be renewed in NeTMSGP on a 5-year cycle. NDCs do not expire.
Further guidance will be provided to all existing permittees and relevant stakeholders following the reissuance of the 2024 MSGP.
