Capacity Building, Design, and Planning Activities to Improve Aquatic Habitat Connectivity in the Narragansett Bay Region

The Narragansett Bay Estuary Program (NBEP) seeks proposals for aquatic habitat connectivity projects, with the primary goal of organism passage, and co-benefits including, but not limited to, flood reduction, climate resiliency, and public access to water resources. Project location must take place within the boundaries of NBEP’s study area, including the Narragansett Bay, Little Narragansett Bay, and Coastal Ponds watersheds in Rhode Island, Massachusetts, and Connecticut..

Funding Amount and Details
Approximately $900,000 is available; individual awards will range from approximately $75,000 to $250,000. All funds are provided on a reimbursement basis. Match is not required. These funds expire on September 30, 2029, so all proposed work must be complete by that date.

Proposal Categories
New for this year - there will be two categories for submitting projects. Eligible projects fall into two categories that will be described separately:

Category 1: Capacity Building and Watershed Prioritization Planning for Aquatic Habitat Connectivity (NEW!)
New for this year - Category 1 projects are intended to support the development of capacity at the watershed scale for initiating barrier removal projects in the future in the Narragansett Bay Region.  See RFP for examples of capacity building projects.

Category 2: Design and Planning Activities for Aquatic Habitat Connectivity
Category 2 Projects are limited to site-specific design and planning activities that advance future construction to primarily improve aquatic connectivity in the Narragansett Bay Region.

RFP Timeline
Proposals are due on December 1st, 2025. We expect to notify applicants of award status by January 30th, 2026.

Project Eligibility
Eligible projects are limited to capacity building, site specific design, and/or planning activities that advance future construction to improve aquatic habitat connectivity in the Narragansett Bay Region. Projects must demonstrate habitat and ecosystem improvements toward organism passage. Project with co-benefits including, but not limited to, floodplain connectivity, community safety, and water quality improvements are encouraged. Construction projects are not eligible for this funding opportunity.
