[Watersheds] Project Priority List Solicitation SFY 2027- RI Clean Water SRF

The solicitation for projects for the SFY 2027 Project Priority List for CWSRF financing is now open.
The deadline to submit projects is Friday, March 27, 2026, at 5 pm.

Hello Everyone,

The annual solicitation period for the Clean Water State Revolving Fund (CWSRF) program's "Project Priority List" (PPL) is now open.  This PPL is a required first step for seeking favorable low-cost funding assistance from the RI CWSRF, throughout SFY '27.

Any contemplated water pollution abatement project needing funding within the next 18 months, or any on-going project that is currently partially CWSRF funded, should be submitted for inclusion on the SFY 2027 PPL.  A new list must be created each year, so even if your project was on last year's PPL, but you'll be seeking a CWSRF loan for the project in SFY '27, you'll need to resubmit to be eligible.  (The forms are essentially the same as last year, so you could just change the date!)

There is one year remaining of the generous opportunity and support from the Infrastructure Investment and Jobs Act (aka Bipartisan Infrastructure Law, or, BIL).  Now is the time to invest in improving our clean water infrastructure and the health of our waterbodies!  The BIL provides greater availability of principal forgiveness to eligible borrowers and projects, including a dedicated source with 100% principal forgiveness for projects that address Emerging Contaminants.  Also, EPA continues to sponsor free Technical Assistance (TA, info attached)!  Against this backdrop, everyone is encouraged to think broadly about needs and plan for multi-year investments in clean water.

The attached announcement provides further description of the PPL process, examples of eligible types of projects the CWSRF prioritizes, and more information about emerging contaminants, technical assistance, and benefits for disadvantaged communities.  To submit a request for your project to be added to the list, use the appropriate fillable pdf form for the project type, attached.

The RI CWSRF can fund planning, design, and construction phases for your capital projects that address water quality and/or aquatic habitat needs. The Rhode Island Infrastructure Bank (RIIB) and RIDEM are willing to work with you to find opportunities to advance your projects.
