with neighboring Shelburne, VT, providing it with a variety of stormwater program services, including field and administrative work. The agreement provides significant economies of scale to both municipalities, which are faced with many of the same federal,
state and local regulatory pressures. David will also discuss how municipalities can identify and leverage existing program resources before determining future revenue needs. Finally, he will set out the general principles that the City uses to calculate
current and future stormwater expenditures, and how they use those figures to define overall program objectives and determine desired levels of service.
