<p class="MsoNormal"> <o:p></o:p></p>
<p class="MsoNormal">Annual Reporting allows EPA, state authorities, and municipalities to track progress in meeting permit requirements and evaluate the effectiveness of local stormwater management programs. For those covered under the 2016 Massachusetts and
2017 New Hampshire Small MS4 General Permits, the Year 4 reporting period concludes at the end of this month. Below, we will share some results from EPA Region 1$B!G(Bs compliance monitoring of the Year 3 reports submitted last fall.<o:p></o:p></p>
<p class="MsoNormal"> <o:p></o:p></p>
<p class="MsoNormal">While many permittees made significant progress on the Year 3-specific requirements related to IDDE and post-construction stormwater management, there is room for improvement. In the IDDE arena, 66% of MA and 70% of NH permittees reported
completing inspection and screening all outfalls and interconnections, excluding problem and excluded outfalls. Similarly, 74% of MA and 73% of NH permittees reported completing an updated outfall ranking based on the information collected during dry weather
sampling results when needed. As we move past IDDE planning and into the implementation phases of outfall sampling and catchment investigation work, it is important to keep pace with requirements to ensure that illicit discharges are not undermining progress
towards clean waterways.<o:p></o:p></p>
<p class="MsoNormal"> <o:p></o:p></p>
<p class="MsoNormal">EPA$B!G(Bs analysis identified a lower than expected rate of reported completion of the post-construction runoff regulatory requirement. As mentioned in the previous newsletter, 56% of MA and 63% of NH permittees reported updating and adopting
their post-construction bylaw, ordinance, or other regulatory mechanism consistent with permit requirements. This legal mechanism is a critical tool for managing the impacts of development and EPA Region 1 will actively evaluate compliance with this requirement
in Year 4. <o:p></o:p></p>
<p class="MsoNormal"> <o:p></o:p></p>
<p class="MsoNormal">Reported compliance with annual requirements varied, from strong performance on deployment of educational messages, recordkeeping and public participation, catch basin cleanings and street sweeping, and winter maintenance, to low reported
performance on SWPPP implementation, inspecting permittee-owned treatment structures, and implementing MS4 infrastructure maintenance programs. 78% of MA and 83% of NH permittees reported successful completion of annual training to employees involved in IDDE
programs. <o:p></o:p></p>

<p class="MsoNormal" style="margin-left:.5in"><b>New Hampshire:</b> New Hampshire has engaged a consulting firm, Comprehensive Environmental, Inc. (CEI), to gather and report eligible stormwater CWNS data to EPA. Municipalities should expect to hear from CEI
to point them to their documentation and to discuss eligibility of documented projects. Once CEI has gathered available project and cost data for all municipalities that have it, they will use the EPA-approved New Hampshire State Specific Approach to generate
costs for all remaining municipalities. This innovative method, first created by New Hampshire for the most recent CWNS in 2012, divides all state municipalities into five categories; calculates a rate per acre for each category based on municipalities within
that category with eligible data; then applies that rate to the acreage in each remaining municipalities in that category. In this way, all municipalities in New Hampshire will have costs reported for the 2022 CWNS. For any questions, please reach out to Lisa

hotter than wealthier areas of the same city. To help address this need, EPA and co-sponsors have launched the Let's Talk About Heat Challenge, a national competition to identify innovative and effective communication strategies that inform people of the risks
