<p class="MsoNormal" style="line-height:125%"><span style="font-size:10.5pt;line-height:125%;font-family:"Trebuchet MS",sans-serif;color:#202020">This year, EPA celebrated the 50<sup>th</sup> anniversary of the Clean Water Act. In those 50 years, entire water
bodies have been transformed by dedicated, holistic efforts to restore prized natural resources for all to enjoy. In the SNEP region, we need to look no further than the Woonasquatucket River to see how such efforts have completely transformed the city. A
polluted water way that many avoided has since become a vital resource to the surrounding community because of its successful restoration over decades of targeted, collaborative effort. Similar stories have played out throughout our Region and Nation; but
as the image above from East Providence demonstrates, there is still work to be done.<br>
<br>
On October 27<sup>th</sup>, EPA staff attended a joint SWIG-SNEP Network event along Trout Brook in Brockton, MA. Much like the Woonasquatucket River was, Trout Brook is a polluted and disconnected waterway located at the headwaters of the Narraganset Bay Watershed;
but through the same targeted, community-based approaches kicked off with support from Southeast New England Program and regional partners, the Trout Brook is well on its way to becoming a similar success story. The EPA-SNEP team is continuing to develop a
plan with partners to meet Justice40 goals. Anyone who wishes to provide input into the planning process should contact

be processed by the EPA Region 1 Lab in Chelmsford, MA. Sampling has paused for the winter but will continue in Spring/Summer of 2023.<br>

Code, Title 5, 310 CMR 15.000, and promulgate new regulations, titled Watershed Permit Regulations, at 314 CMR 21.00, pursuant to its authority at M.G.L. c. 21A § 13, G.L. c. 21 § 27, and Section 2A of Chapter 259 of the Acts of 2014. MassDEP is proposing
to amend the Title 5 regulations to enhance protection of embayments and estuaries—particularly on Cape Cod, the Islands and Southeastern Massachusetts—from nitrogen pollution originating primarily from wastewater. MassDEP’s proposed regulations at 314 CMR

technical assistance. That event was held at Brockton Iron & Steel, a brownfield area within a community with environmental justice concerns. With SNEP support, the City will redevelop the area for mixed use and restore the floodplain and wetlands of Trout
Brook, a tributary of the Taunton River which flows through the site. Speakers at the event included Caleb White from the Office of Senator Elizabeth Warren; Brockton Mayor Robert F. Sullivan; EPA Region 1 Administrator David Cash; Mass. Dept. of Environmental
