Disadvantaged Communities</span></b><span style="font-size:11.0pt;line-height:105%">. The SNEP Opportunity to Advance Resilience (<b>SNEP-SOAR</b>) is a new Program by EPA Region 1 designed to improve climate resiliency throughout high priority disadvantaged
communities in Southeast New England. The SNEP-SOAR program is intended to support a wide range of project types: planning, implementation, outreach, training, and capacity building/staffing; and will prioritize projects that emphasize strong community input
and participation from the outset. EPA plans to release a similar project solicitation every year for the next four years, for a
