DEM to Hold June 19th Extended Public Hearing on Draft Major Source Air Permit for the Clear River Energy Center in Burrillville

The Rhode Island Department of Environmental Management (RIDEM) is announcing the Public Hearing to gather public comment on the Draft Major Source Air Permit for the proposed Clear River Energy Center.  Invenergy Thermal Development LLC proposes to install a combined-cycle electrical power generating facility located along Wallum Lake Road (Route 100) in Burrillville, Rhode Island.  Although the overall decision on siting and building the facility, proposed by Invenergy Thermal Development LLC, in Burrillville, rests with the Energy Facility Siting Board (EFSB), the decision on the air permit stays with DEM per state law and is not connected to or sequenced with the EFSB.
In order to accommodate all interested parties, DEM is conducting the public hearing in two sessions, an afternoon session from 3:00 PM to 5:00 PM and an evening session from 5:30 PM to 8:30 PM.

5:30 PM to 8:30 PM



Due to the expected large number of commenters, each person will be given three minutes to present their comments to the hearing officer, and a moderator will be present to facilitate the hearing.  Questions and comments presented at the hearing will not be answered or discussed at that time, but will be officially recorded and addressed with the ultimate decision on the application, which is expected in October.


The public comment period for the draft permit began, Thursday, May 16, 2019 and will continue until Monday, July 15, 2019. Written comments, to be considered part of the administrative record, must be submitted during the public comment period. Written comments shall be submitted to the Office of Air Resources by email or at the address below and received no later than 4:00 PM, Monday, July 15, 2019, at which time the public comment period will close.
