[Watersheds] Request for Proposals -- State Bond Funds and Federal Nonpoint Funds

The Rhode Island Department of Environmental Management (DEM) is pleased to announce the availability of grant funding for nonpoint source pollution abatement, stormwater pollution control and certain flood mitigation projects.  This is a joint request for proposals (RFP) involving the state Narragansett Bay and Watershed Restoration Fund (BWRF) as well as limited federal Nonpoint Source Pollution funding, provided to DEM by the Environmental Protection Agency pursuant to Section 319 of Clean Water Act. Six million ($6 million) in proceeds from state environmental bond issues approved by voters in 2014 and 2016 (Green Economy Bond) are anticipated to available along with an estimated $400,000 in Section 319 funding. Funds will be awarded on a competitive basis consistent with the Request for Proposals (RFP) which is attached. Please note that while DEM is soliciting projects on a statewide basis for the BWRF, the federal 319 funds have been targeted to a limited number of watersheds as further explained in the RFP.

Two public workshop to review the RFP requirements and provide an opportunity for questions will be held on May 10th 10:00 am - noon at the Middletown Library and on May 11th 2:00 to 4:00 pm in Providence at DEM Headquarters.  The deadline for the submittal of proposals is Friday June 30, 2017 by 4:00 pm.

The purpose of the funding is to protect and restore the conditions of Rhode Island's water resources and mitigate flooding using strategies that provide ecological benefits. Please note that the rules governing the BWRF were recently amended to include a new category of eligible project: Flood Prevention and Mitigation.  Please refer to the RFP for details on eligibility.

Staff in the DEM Office of Water Resources are available to discuss potential projects and answer questions concerning the RFP before the submittal deadline.  Please refer to the contact information in the attached RFP for details.
