The NEEFC Seeking State Liaisons for Southeastern Massachusetts and Rhode Island

The New England Environmental Finance Center (NEEFC) at the University of Southern Maine (USM), part of the University of Maine System, is seeking up to two part-time independent contractors to serve as SNEP Network State Liaisons for Southeastern Massachusetts and Rhode Island. The SNEP Network, led by the NEEFC, is a collaboration of over a dozen partner organizations and consultants with expertise in watershed and stormwater management, ecological restoration, sustainable financing, and climate resilience planning.

About the role(s):

Key Responsibilities:

  1.  Project management of community technical assistance projects in each state;

  1.  Delivery/oversight of technical assistance across the SNEP Network’s portfolio of ongoing community assistance projects and trainings in each state;

  1.  Serve as overarching SNEP Network point of contact to communities to help develop project pipelines to achieve watershed health, implement resilience strategies through planning, design, permitting, implementation and accessing funding and financing opportunities; and

  1.  Community engagement and regional outreach on behalf of the SNEP Network.
Preferred Qualifications:

  *   Relevant educational background, working knowledge, and applied experience in stormwater management, watershed planning, and/or ecological restoration;
  *   Familiarity with state and federal rules, regulations, policies, funding opportunities, innovative financing, as well as local community context;
  *   Project management skills and ability to support municipalities, Tribes, and organizations in pre-implementation project planning, with experience gained through municipal planning, environmental consulting, or through work in a state or federal agency;
  *   Effective community engagement, facilitation, and communication skills;
  *   Preference will be given to applicants with an existing professional network in the region.
The NEEFC will select up to two part-time contractors to serve as the Southeastern Massachusetts and Rhode Island liaisons OR one full-time contractor with relevant expertise to cover both states.
