RE:                 Snow Disposal Policy

Attached is a copy of the RIDEM Office of Water Resources Snow Disposal Policy, which can be found at the following web address: http://www.dem.ri.gov/programs/benviron/water/permits/ripdes/stwater/t4guide/snowdisp.pdf. There have not been any changes from the policy, which was issued in 2011.  The purpose of these guidelines is to help all municipalities, government agencies and private businesses select, prepare, and maintain appropriate snow disposal sites before the snow begins to accumulate throughout the winter.

It is recommended that all municipalities and MS4s review the policy now and take the appropriate measures to designate snow storage areas within your system before winter storm events occur.  It is important that the municipal Department of Public Works or Highway Department and other appropriate municipal offices work together to select appropriate snow disposal sites.

In addition, all regulated Phase II MS4 communities should incorporate the site selection, site preparation and maintenance, and emergency snow disposal locations and procedures into the MS4's SWMPP.

It is recommended that all municipalities and MS4s share this information with businesses and industry within your community to ensure that they too are prepared for the winter conditions.
