November is National Environmental Awareness Month

This year, EPA celebrated the 50th anniversary of the Clean Water Act. In those 50 years, entire water bodies have been transformed by dedicated, holistic efforts to restore prized natural resources for all to enjoy. In the SNEP region, we need to look no further than the Woonasquatucket River to see how such efforts have completely transformed the city. A polluted water way that many avoided has since become a vital resource to the surrounding community because of its successful restoration over decades of targeted, collaborative effort. Similar stories have played out throughout our Region and Nation; but as the image above from East Providence demonstrates, there is still work to be done.

On October 27th, EPA staff attended a joint SWIG-SNEP Network event along Trout Brook in Brockton, MA. Much like the Woonasquatucket River was, Trout Brook is a polluted and disconnected waterway located at the headwaters of the Narraganset Bay Watershed; but through the same targeted, community-based approaches kicked off with support from Southeast New England Program and regional partners, the Trout Brook is well on its way to becoming a similar success story. The EPA-SNEP team is continuing to develop a plan with partners to meet Justice40 goals. On October 13, EPA-SNEP completes seasonal water quality sampling of nine water bodies across Rhode Island (Woonsocket, Tiverton) and Massachusetts (Fall River, New Bedford, North Dartmouth, Acushnet). Water quality samples were taken in support of regional monitoring efforts for harmful algal blooms and will be processed by the EPA Region 1 Lab in Chelmsford, MA. Sampling has paused for the winter but will continue in Spring/Summer of 2023.

On October 19, SNEP hosted a webinar on Climate Safe Neighborhoods in Southcoast, MA and Providence, RI. EPA-SNEP welcomed presentations from the Groundwork Southcoast and Groundwork Rhode Island trusts to present on their Climate Safe Neighborhoods partnership – a national program that brings together thirteen Groundwork trusts to explore the relationship between historical race-based housing segregation and the current and predicted impacts of climate change. The Massachusetts Department of Environmental Protection is proposing to amend the State Environmental Code and promulgate watershed permit regulations. Notice is hereby given that pursuant to M.G.L. c. 30A the Department of Environmental Protection (MassDEP) is proposing to amend the State Environmental Code, Title 5, 310 CMR 15.000, and promulgate new regulations, titled Watershed Permit Regulations, at 314 CMR 21.00, pursuant to its authority at M.G.L. c. 21A § 13, G.L. c. 21 § 27, and Section 2A of Chapter 259 of the Acts of 2014. MassDEP is proposing to amend the Title 5 regulations to enhance protection of embayments and estuaries—particularly on Cape Cod, the Islands and Southeastern Massachusetts—from nitrogen pollution originating primarily from wastewater. MassDEP’s proposed regulations at 314 CMR 21.00 provide a watershed permitting approach to control nitrogen and other pollutants from entering the embayments and estuaries. SNEP Celebrates 2022 Grantees and Technical Assistance Recipients!

The EPA SNEP, SWIG, and SNEP Network teams gathered with regional partners in two separate events over the past two weeks across Rhode Island and Massachusetts to celebrate recipients of SNEP's 2022 grants and technical assistance.  This year, the SWIG program is awarding $1.9 million to 11 innovative projects throughout the SNEP region, while the SNEP Network will support the work of eight communities and a Tribe working on stormwater and climate resilience priorities.

On October 27, SNEP and partners held a similar event in Brockton, MA to celebrate the Massachusetts recipients of SNEP local implementation grants and technical assistance. That event was held at Brockton Iron & Steel, a brownfield area within a community with environmental justice concerns. With SNEP support, the City will redevelop the area for mixed use and restore the floodplain and wetlands of Trout Brook, a tributary of the Taunton River which flows through the site. Speakers at the event included Caleb White from the Office of Senator Elizabeth Warren; Brockton Mayor Robert F. Sullivan; EPA Region 1 Administrator David Cash; Mass. Dept. of Environmental Protection Regional Director Millie Garcia-Serrano; and State Rep. Michelle Dubois.

On November 4, Speakers at a Rhode Island event included Sen. Jack Reed, Congs. Jim Langevin and David Cicilline, EPA Regional Administrator David Cash, Providence Mayor Jorge Elorza, Providence Parks Director Wendy Nilsson, and RI Dept. of Environmental Management Deputy Chief of Office of Water Resources, Sue Kiernan. Following the speaking program, the Providence Stormwater Innovation Center provided a tour of stormwater installations in Roger Williams Park. The Center received $184,000 from SWIG this year, its second SWIG grant.

The SNEP Network awards technical assistance to 8 SNEP communities and 1 Tribe

Through the SNEP Network's 2022 Community Assistance Projects (CAP) Solicitation, the SNEP Network selected 10 projects with 8 SNEP communities and 1 Tribe in which to provide technical assistance. The Community Assistance Projects offer in-depth technical, financial, and training assistance to municipalities, Tribes, and non-profits in the SNEP region to build their local capacity.  During this year, the SNEP Network will offer training and technical assistance with developing conceptual designs for stormwater retrofits, climate resilience planning, sustainable funding/financing, GIS analysis for developing HRU’s to characterize watershed conditions, community engagement, reviewing bylaws, developing a buffer restoration plan, and more! The SNEP Network launches a Buffer Restoration Guide to help property owners who are interested in restoring and improving buffers along a river, pond, lake or the coast

The web-based Buffer Restoration Guide provides communities in Southeast Massachusetts and Rhode Island with updated guidance on buffer restoration. The SNEP Network has developed a model of region-wide buffer restoration work and communications strategies based on the Maidford River Pilot Project. The guide also highlights examples of buffer restoration and the SNEP communities that received landscape renderings of restored buffers. Stormwater EXPO: SNEP Network Field Presentation- Willow Lake Buffer Planting

The Stormwater EXPO will be held November 30th from 8:30am-3:30pm in Roger Williams Park. There will be an indoor trade show portion of the EXPO with vendors and workshops as well as outdoor field workshops. Field workshops will incorporate existing green infrastructure into presentations.
